I haven’t been able to get to the vet but would like an idea of what it might be.
The vet said it was an allergy the first time we went to visit (he said it was a bug bite) but it has progressively gotten worse.

Use a soft scrub brush and medicated shampoo a couple of times a week. Some inactive dogs perspire and have blackheads in their belly area. They will go away if you stay with the shampoo and keep her dry.
allergy to leaves, pollen etc. do you notice a biting of the paws? pink belly? if so- he needs to get an allergy steroid shot from the vet.
